The Orderly Marketing of regulated vegetables requires that all Producers, Processors, Wholesalers, Commission Sales Person and Agencies be licensed by the Commission.
All regulated Storage and Greenhouse Vegetables (regardless of end use) must be procured through a licensed Agency or Producer-Shipper. Unless excepted by the commission, only an Agency or Producer-Shipper may be granted the authority to market a regulated product to a Wholesaler, Retailer, Food Service Company, or Processor.
Processing Crops (Crops only regulated for processing use) are procured under a contractual agreement between a producer and a processor. These contracts are subject to Commission approval.

6) The following classes of Producers are not required to market their Regulated Vegetable Production through an Agency or Processor unless otherwise directed by the Commission:

- All Producers of organically certified Regulated Storage Crops with the exception of those producers marketing through Fraserland Organics Inc.
- All licensed Producer-Shippers.
- Licensed Producer holding in aggregated, less than 2,000 m2 of Greenhouse Vegetable Production Allocation.
